The only skin creator I know of that's not allowed on PMC is NovaSkin

If by that you mean take parts that were already made and available on the site and recolor them then no, that is the sort of thing that causes us to say that using that site is banned in regards to posting skins. Honestly that is the main/only issue we have with people using the site, there is nothing wrong with just using the site to make a skin in the same way that you would paint.net/photoshop/MCskin3D.

I don't make skins so I'm not entirely sure, but I think you should be fine. The only thing that wouldn't be allowed is if you were to use that skin for the skin contest or if you were to copy parts from other peoples skins and then post it as your creation without their consent.
Of course, I could be wrong so you could always contact a PMC staff member and ask them, just check under the submission guidelines in rules and it shows a list of who you can talk to.
