It took me forever to find out why it wasn't working for me. Here's what to do:
1. Did you do the static ip thing yet? http://portforward.com/networking/staticip.htm
2. Did you type 25565 correctly and port forward correctly?
It doesn't hurt to double check
3. Connect to it by going to "localhost" and your friends will have to go to your external ip
4. Check if the port "25565" is open with this tool:

EDIT:
I was wrong. Just check if you port forwarded right

If you're connecting locally, you need to use the server's internal IP if you're not hosting it on the same machine as you're playing on (but still on the same network).
If you're hosting and playing on the same machine, you connect using localhost or 127.0.0.1.

Woops, read it wrong.
Maybe OP is using the host's internal IP on PMC instead of his home's public IP?
OP, go to http://yougetsignal.com/tools/open-ports/ and check to see if your server is able to accept connections. That site also gives you your public IP if you don't already know it.

go more into detail, maybe screenshots. right now it seems that the portforwarding was done incorrectly.
