I would get something like this:
PCPartPicker part list / Price breakdown by merchant
CPU: Intel Core i3-4130 3.4GHz Dual-Core Processor ($109.99 @ SuperBiiz)
Motherboard: MSI H81M-E33 Micro ATX LGA1150 Motherboard ($44.89 @ OutletPC)
Memory: PNY Anarchy 8GB (2 x 4GB) DDR3-1600 Memory ($33.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($51.88 @ OutletPC)
Video Card: EVGA GeForce GTX 950 2GB Superclocked Video Card ($139.99 @ Newegg)
Case: Cooler Master N200 MicroATX Mid Tower Case ($43.99 @ SuperBiiz)
Power Supply: EVGA 500W 80+ Bronze Certified ATX Power Supply ($45.80 @ OutletPC)
Total: $470.53
Prices include shipping, taxes, and discounts when available

And pick up a copy of Windows from a reputable reseller on Reddit's /r/microsoftsoftwareswap.
If you want to spend any less than this, you may very well be better off with picking up a refurbished Alienware Alpha on eBay.

That seems odd. I've had no issues recording Minecraft on max settings on even a Haswell Pentium.
Perhaps you were running a lot of mods or were using shaders (or maybe even had a lot of programs running in the background).

We need a budget. If it's under $300 including the price for Windows, you will be hard-pressed to put together something good enough to record Minecraft. If it's between $300 and $400, you're best off getting a refurbished Alienware Alpha on eBay.

there might be someone who can make one for $500 and under
