Help answering some redstone questions.

I do not know if I should of posted this in Help, or Redstone so I posted here.
I am building a minigame, and I need some help with questions answered.
Q : Is it possible to build a wave system, so press the button then several mobs come and spawn, and YOU CANNOT press the button again to summon the mobs again, and you can only press it WHEN the mobs are dead.
Q : (Not really redstone, but it is in part of my redstone I am building) How long does it take for 1 minecart to get through 1 cobweb, if so how many cobwebs for 1 minute?
Q : (For command blocks) Since now we can TP players to places, if I would TP a player to a place and built a building and an entrance to somewhere and they spawn facing the other way, is it possible to make them spawn facing the other way or a different direction.

Q 1 : Do you know how to build it, or do you know where I can find a video or tutorial on how?
