I have difficulty learning what these are.
Dedicated Server: All I know that it hosts your server. But what else does it do? Does it make a server 24/7, because if it did, How? Would i be able to access the console from a website? Or from a cilent.
Texturepacks: I know what these already are, But I want to make one. No youtube videos. I'm just eager to know how I can make one.

I recommend GIMP or Paint.NET for texturepack and skin making.
Regular Paint is fine for skins but not for texturepacks because there are white spaces and regular paint can't handle transparency....

Well, I can't use skype for today. Since I'm stuck on my grandma's computer... I've seen the steps. But I can't seem to find a artistic program to be great enough for shading my texturepack + creating it.

as far as a skin goes you can download a skin creator program or just use a regular editing software.
Dedicated servers are generally accessed by SSH(console) some have in-browser apps that let you do this or you have to get puTTy. either one works. Dedicated servers can sometimes be spendy and are generally for serious server owners. And yes it makes it 24/7 because that's all it's run for is for your server.
