i followed every direction too, but it didnt work for me either, and th eport is 25565. i had to use hamachi to host my server. also back to the original question, i dragged the .jar into my plugins, and when i typed in //wand it said "unknown command"

Do what everyone else said.
Also when using bukkit make sure you have the latest craftbukkit.jar.
Then,as the tutorial shows you how to on bukkit wiki, make a RUN.bat file for the console thing so you can run the bukkit server. Then simply drag WorldEdit.jar into the Plug-ins folder.

You probably did something wrong. With bukkit, there is supposed to be a console. I run a craftbukkit server, and I use a console (I don't know any other way not to). Also, to OP yourself you do that through your op.txt if you have to. You might want to search YouTube for installing craftbukkit. You had to do something really wrong.
If no one can connect, that means you did something wrong port forwarding. If you are port forwarding through your router, then try adding 25565 to your Port Triggering. Also check the server.properties to see if Port=25565

You need to have a Bukkit Server to use World Edit.
Once you load a Bukkit server, there will be a Plugins folder in the root directory.
Still confused? Google bukkit server and you will find tutorials
