- OC-able i7
- Good cooler, which you can even overclock on, or leave at stock and have insane temps, up to you. It is huge though.
- Got that motherboard to match the color scheme, plus its decent for OC's
- 8GB of ram, but you can easily add a 16gb kit, not a big deal, but I put 8 because I assume it's just for silent gaming and recording. another a 16 kit will run the price up ~$30
- 256 SSD and 1TB HDD, both are good, both will get the job done, and some.
- Got a PCS+ 390, because it beats the 970 in every game, while being cheaper, plus has 8gb of vram, so if you want 1440p, it can handle it with ease. It is the best AMD cooler, but do note it can get very loud at 100% load. So I will include another build list with a quieter GPU.
- Bequiet 800 case, great quiet case.
- Seasonic fanless PSU, you'll never hear the fan (because the lack of one). Plus it's platinum, and heck it's seasonic.
- Two bequiet fans, which are very quiet.

- Good cooler, which you can even overclock on, or leave at stock and have insane temps, up to you. It is huge though.
- Got that motherboard to match the color scheme, plus its decent for OC's
- 8GB of ram, but you can easily add a 16gb kit, not a big deal, but I put 8 because I assume it's just for silent gaming and recording. another a 16 kit will run the price up ~$30
- 256 SSD and 1TB HDD, both are good, both will get the job done, and some.
- Got a PCS+ 390, because it beats the 970 in every game, while being cheaper, plus has 8gb of vram, so if you want 1440p, it can handle it with ease. It is the best AMD cooler, but do note it can get very loud at 100% load. So I will include another build list with a quieter GPU.
- Bequiet 800 case, great quiet case.
- Seasonic fanless PSU, you'll never hear the fan (because the lack of one). Plus it's platinum, and heck it's seasonic.
- Two bequiet fans, which are very quiet.

if you have a mic boom or filter it shouldnt hear the pc all that much, or you can turn the sensitivity down a tad, just enough to hear yourself but not the pc

Just changed a few components around, figured this out. Essentially, you're never going to have your PSU running at full tilt, especially with such a highly-efficient PSU. Power supplies generally don't have very loud fans unless you're into the much lower-end models, and while I'm not sure if this one has a semi-fanless mode, it should never be anything near loud. As for coolers, I got a cheaper and more effective one for you. It is PWM I believe, so you should be able to adjust fan curves well. If you want, you can buy another one of the 140mm fans for $15 or so and link it to the included fan splitter on the cooler itself. For the RAM, I got a kit of DDR3-1600MHz RAM for cheaper than what you had previously. As for the two 200mm fans, I kept with your red theme and got cheaper ones - in the end, a dbA or two won't make a difference in terms of noise, and you can always somewhat set the fan curves of the two 200mm fans to run at lower speeds. What will matter, however, is the amount of air those fans are pushing - the higher CFM of the Cooler Master fans will mean that you'll be able to run them at lower speeds and push the same or more air than the Xigmateks you had previously.

There are three things you can do:
- Use a top-tier PSU (I suggest the EVGA G2/GS series). Better quality components leads to a lesser chance of noise coming from the unit.
- Switch the case to something with foam padding, like the Fractal Design Define R5.
- Use quieter fans. The Corsair ones you have included aren't exactly silent. They're pretty good with noise, but I'm sure they're not the quietest on the market.

you can do whatever you want, just remember, when you hit 100c the CPU will start to slow down until the temp stabilizes at 100c.
going fanless, and throwing thermal protection to the wind, will most likely Work per say, but your performance will be significantly lower than what a 4790k can produce.
I went a bit on the cheap side (50$) and got a High RPM fan and a water cooler for my 4790k and It still throttles when its under a heavy load (heavy load via p95 stress test), but only slightly
I would suggest getting a cheaper and less powerful CPU if you aren't willing to deal with the fan noise.
