Adding to ScotsMiser's advice:

• Making a custom banner and background helps! Here's a (slightly outdated) banner tutorial. Make sure the background/decor isn't too busy.
  
• You can use the banner or a custom poster as promotional material to share in wall-posts.
• Your theme is "submit the best skin you made". That's very generic: it helps when you have a more specific theme to inspire participants on what to make. Maybe in this case "reptilians" might make a fun theme. (Plus, submissions always have to be newly made, so technically no-one could submit their previously made best skin).
• When you pick a more specific theme, try to write an enthusiastic "about" to sell your theme and help viewers understand your idea.
• Try looking at popular Jams for inspiration on what to do!

Other things that have sometimes been done to good effect:
♦ wallpost countdown announcements/reminders (e.g only two weeks left ), but go easy and don't swamp people
♦ you can post content to the jam @ https://www.planetminecraft.com/jam/evyskinjam/submissions which will show up and act as advertising, particularly if you mention that the content is made in support of the jam in the description. [​Again include a direct link to the jam; the average person is lazy, the easier you make it for them, the likelier they will check it out.]
♦ assuming you made the participation trophy, an art blog describing/showing how might be in order (Also why Zuckbucker is your choosen mascot)
