i have watched every video, read every tutorial, and done whatever else to figure out how to mod minecraft. somebody explain how to me, but explain it as if i were a 5 year old.
i have windows 8

Okay, it seems there's two interpretations for this question. Are you trying to make a mod or install a mod?

A lot of mods are for 1.6.4 right now, like forge, so i would recommend just getting forge for 1.6.4 or just waiting for forge to release to 1.7.4.

Note: you will need win rar. You can easily get it for free by googling it
Step one: Move your mouse to the top right corner of your screen and swipe down
Step two: Click on the search button and type %appdata% then hit enter
Step three: go into your .minecraft folder, then into your versions folder
Step four: Create a copy of the 1.7.4 folder
Step five: Rename it, then go inside and rename the two files (1.7.4 and 1.7.4.json) to the same name
Step six: Open the .json file in notepad
Step seven: it should say "id": "1.7.4", at the top. Change the 1.7.4 to the name
Step eight: save it and open the file that used to be called 1.7.4 with win rar
Step nine: open your mod in win rar and drag it into the 1.7.4 file in win rar
Step ten: Open minecraft, and on the launcher select "New Profile" (Bottom Left)
Step eleven: Go to the Use Version section and select the name of the file you renamed
Step twelve: Hit save profile, select it and play minecraft

Learn Java. Download Eclipse and set up MCP. I suggest looking at Scmowns2's forge tutorials. They're a little outdated (1.5) but it's a simple matter to update to a later version
