I never understood why people find the Phantom to be the most annoying mob, using a bed would get rid of it for a few nights and it's not even that strong. Once you have armour on, any armour, even leather, the attacks are survivable and you can dig yourself a hole if you're too far away from base.
Creepers on the other hand have a reputation for being cheap, they've even insta killed players wearing full Iron and Diamond Armour before. While you can spawn proof your territory with lighting, that doesn't prevent Creepers from being a problem in caves or mineshafts. Abandoned mineshafts for example don't start out lit up properly, so all it takes is one dark tunnel to the left, while you took a right turn (you can't look both ways at the same time), and you're screwed, unless it is in water, you've got Blast Protection 4 enchantment, or several Protection 4 enchantments.
At that point it isn't any better than some enemy that knocks you into a bottomless pit.
I doubt Mojang is going to nerf Creepers though, mainly because of the weird amusement some people have about this.
We're expected to wear OP and some might argue ridiculously broken or unbalanced armour, just to prevent Creepers
from being a problem when they sneak up on players, honestly this is bad design, not that Mojang cares though.

Phantoms have actually never been a problem for me, given the fact that at dusk I immediately retreat into my base.

spiders. cave and non cave spiders are the worst normal spiders are just annoying as heck cave spiders are scary as HELL with their stupid noises while your already freaked out being in the mineshaft in the first place and then BAM spider drops on you
