I checked on your map city lobby (i assume this is what you're talking about) and the picture resolution seems fine to me, not fuzzy at all. One thing is that with the shaders that you used the sunlight kinda looks a little funky. Other than that I can't think of any other problem, besides maybe your image is too big and PMC has to downsize the resolution a bit which ends up making it look weird.
