I need a few good tips on a texture pack creator of some sort so I can submitt all my ideas !

paint.net is what i used to make mine, also i used MCSkin3D for the mobs, but i never finished it D:

Paint.net doesn't really offer anything..

What website can I go on to go and create a free texture pack WITHOUT downloading anything!?

I used paint.net. It's really easy and looks nice. I really like the color palet, easy brightness and darkness.

Oviously, PAINT.NET is the best editor for texture packs because you can customize the "blocks" or "big pixels"; whatever you want to call it easier than any other program

Paint.Net doesn't have the ability to make transparent blocks like glass

Paril said MCSkin3D can be used for texturing for texture packs and other mobs
