What does the enable active banner do?

Just wondering what does the enable active banner button do? I pressed it and it said refresh to see the magic and when I did nothing happened. What was meant to happen anyway?

It enables the banner above to animate; you can change the time (night, day) or the appearance of the globe/earth.
There's some animated stars (twinkling) when you change it to the night theme.
