Which content creators on this site should I follow?
I have not seen a list of them anywhere, 'nor an option to see the "best" ones.

I think the best way to find great content creators is to go to the trending tab, and individually look at all their content, and their activity (since you have seemed to mention that before).
Ye that’s actually a good question, cuz all we can see is the best performing maps, skins, mods etc.
We cant exactly tell if the content creators make a lot of interesting content or if they are just a one hit wonder… unless we go and figure it out.
It would be nice to follow some more active members.

There's quite literally a "Best" filter in each content category when you are browsing things like Skins, Mods, Datapacks, etc.
Just click the Minecraft dropdown and select a content category, in those categories should be a search by: Trending, Updated, New, Best, Views, Downloads, or Tags.

But I'm looking for active users. Most of the creators behind the "best" stuff are usually inactive

This would allow you to see who's still active. Also, updated content like mods and datapacks are the "best" in the sense that they are still supported.
I've used this site for years, and I can say there are some less popular datapacks out there that I found interesting and fun. They are what inspired me to make some datapacks, you just have to give everything that catches your eye a try.
