Why won't PMC accept my server banner?

I created a new banner for my server. PMC won't take it! Whenever I try and upload it, it says it exceeds form requirements. I'm 100% positive I made it the right size. This is right from the properties:
Dimensions: 7020 x 1080
Width: 7020 pixels
Height: 1080 pixels
Bit depth: 32
Size: 3.39 MB
Anyone have any solutions? Please respond! Thanks!

Resize it to 468x60, and if it still too big ( over 300kb) use an image compressor, or save it in a lower quality

Ad Banner: 468x60, (.png,.jpg, .gif) max 350kb
This is straight from the server upload page regarding banners. You are overshoot on both dimensional limit and hard drive space limits.
