So I submitted my build (Mercy Tower) 5~ minutes before deadline, and it still hasn't/won't show up.
Basically, I'm wondering if this is a bug, or if I'm dumb and just submitted it wrong... or if it's completely normal.

May I use Optifine for better antialiasing (with default texture pack) so that things in the distance don't look so grainy or does "no Optifine" mean absolutely no Optifine?

Optifine does a lot more than just better anti-aliasing by default. The rule is there because it's hard to say you can use it but must check off this, that and tweak this setting plus only 2x AA... etc, to be okay or not okay. Maybe you know the right balance of settings but I can't say what they are or if a participant or judge will notice / care. That said, it's up to you... but safest is to not use for at least 50% screenshots.

rules said " you must build alone!". but is this allowed if i add someone custom tree for my exterior purpose only?

I personally think it's fine. It's obviously not part of your main building and we're judging the skyscraper, not the surroundings. A tree isn't going to change anything significant in terms of judge scores.

I am reading the page about the contest I just wonder if it is OK to make a mcpe map since that is the only way I can plus if It is even allowed

It's okay to build with MCPE but we require a download for contest entries so that visitors and judges can enjoy the maps. As far as I know, there are several ways to convert Java Edition to Bedrock Edition but not the other way around. MCPE is Bedrock Edition. I found one tool to do it but looking into it more before recommending.
If you do build in MCPE and enter the contest, provide a downloadable map in Bedrock format. We'll figure out best way to handle it both on PMC and for the contest purposes.

umm if i build a "real" skyscarper into this contest, is it acceptable?

That's fine and a wise move. Feedback is essential during a creative process. Other players are not allowed to help build the map itself, aka place blocks.

That's up to you. We are encouraging participants to focus on a main skyscraper so that you have time to put a lot of thought and ideally details into it. We're allowing more than one because sometimes skyscrapers are constructed to compliment each other as a group. I'm not sure what you have in mind but it does sound interesting.
