I'm making a drowned beta design as my first entry, however there is no drowned category I can submit it to.
Is there any way that you would be able to add Drowned to the mobs category when submitting?

when you make the mob skin, make sure to upload it and check the box for the event at the bottom

You can update it by clicking "Edit in PMCSkin3D" at the top of your submission page.

Events allow up to 5 entries and are non-competitive. While there isn't a Steam gift card prize or judges rating competition for who is the best, you do get pixel art trophies for your trophy case. Events by design are more relaxed and promote further collaboration with the community rather than feeling the pressure of being compared to others in a competition.

I was planning on making a contest based around villagers (and pillagers). If i made that, would people be allowed to have mobs that are entered in both this and that?

Yep, double dipping is fine so long as the entry fits both of our event/contest criteria.

I strumbled upon a problem. I reimagined Endermen and repositioned their eyes, When I load the mod in minecraft, their old eyes are still rendered in the game. Any idea how to fix this?

Unfortunately, Minecraft handles the glowing eyes on mobs in a way that we haven't supported yet. I'm afraid, you'll have to accept that it's not perfect or modify your design to include either 2 eyes in the same location or something else that could be glowing.
