These things looks like it's done by pros.. I don't know if you could attract any experts here with no prize. xD...
The people that would come here are trainees, so I don't think you should put your expectations too high.
Like another person said, you might want to try out Deviantart, Tumblr; or Even Pixiv. Pixiv have a ton of Anime'sque artists but the majority of them are Japanese.
There's a few pinches of other languages in Pixiv but it's rare to find those guys.
The best you could do is try some saints in Tumblr or ask some Deviantart guys.

And are you looking for a full blown booklet of pictures or just cover pictures..? It's best to be specific about the objective as well.

you should maybe think about offering payment to lure the super advanced artists here, because they might have something better to do than drawing free pictures.

you can get pretty good stuff for 25$ on DeviantART and average stuff for less probably.
