Can you make my OC, Starla?

Description: my profile pic, but for further info: Very long White-blonde hair that is dip-dyed blue/purple at the ends, silver eyes (or blue), pale skin, wears a long black dress with rainbow trim and only one strap.
Background color/ design: maybe on a cliff infront of the sunset
