I'm not exactly sure what sniffercraft means, but this pack could be done by changing the item model of the block to the same item model as an item like a diamond would use and having all the models use the same texture, all you'd need to do would be make the blank gray square texture and then copy paste the same model json code into every block item model you need changing.

a structure means like png of all the blocks I need in there and I'm just gonna have to replace the icon?

I could set up the structure for you, to change the icons you will need to get the assets folder in Minecraft and then do it randomly, there is no other way, sorry.

Some commissions or paid works are valid, like you spend work and need for bread. Even a cent matters. People who put real effort into the work, not those who kinda are greedy(sims community had a drama, where a guy ruined their packs on purpose to prevent patreons from redistributing it,which even hurt the honest ones). It is quite sad, how those kind of people discourage to honest working people

I add the decimal points to get those stragglers out if i do it your formula (like 50.5->51->51.5) and just keep persisting until i see the straggler targets get erased. But I do see that you could just make the interior cylinder with something like
//cyl grass_block,coarse_dirt,brown_terracotta 50 20
and then later on add the diamond block outline with the hcyl command you did

What I would do is create the cylinder first out of some other block such as wool and specify the required height (e.g //hcyl red_wool 30 10 will create a solid cylinder 30 blocks in radius and 10 blocks in height). Then afterwards replace the wool with the desired block palette, in your case something like //rep red_wool dirt,moss_block will by default create a 50:50 distribution of them. If you want more dirt than moss you can do //rep red_wool 80%dirt,20%moss_block for example.
