As a server owner myself, while looking at staff applications I've found that age isn't an accurate measure of maturity. When asked why they wanted to be a part of my server's staff in 1 to 2 paragraphs, here are the responses. Note that names have been changed to protect the identities of the applicants.

I would like to be part of your staff because I am very honest and trustworthy. I run my own server so I know what to do when it comes to being a staff. I have had previous experiences being a staff on multiple servers. I was an admin on a server that got closed, but I am an admin on another server. I would also like to be a staff on your server because the people on this server are friendly. Also, if you make me a staff, I will help this server alot. I hope you hire me! Upon first joining your server, it would be lying to say that I was not impressed. Several players, (including me) were at the time, joining, and a Donor was there to assist and welcome us if needed. Although this community was small, the first thing that came to my mind was 'potential'. The more I explored, the more official, and professional I found the structure of BlockBox to be. This inspired me. I wanted to make an impact, a dent, on the community for the better. To be able to assist players, Donors, and staff members alike to allow the server to grow, and blossom. I saw the Helper rank as a way to achieve that goal. Helper does not beckon to me for the title, permissions, or even the respect. More simply, a staff position as such would allow me to aid a community, help it grow, and in the end, leave a mark. So far, as I have just recently joined, there have been no current people that I have assisted. However, upon first joining, I took it upon myself to welcome, and ask new players if they needed any help. While I may have just joined BlockBox, I ask that you judge my application by my intentions, and experience, rather then time spent.

I've been going on this server ever since BILLYBOB showed it to me about 3 worlds ago. He, UNCLE JIM and I have been going on this server and I have finally decided to sign up for as a staff member because I feel dedicated to this server and would enjoy to see it stay in a peaceful place and get better as more and more people join. I bring what a good staff member should have, a good sense of humor, open-mindedness and a serious look on serious situations when need be. Hit me up, 'bro'.
Because I Think You Will Need It Cause I Haven't Seen Much Staff At Server In Game And I Could Do Much Better Spawn And Other Server Buildings. I Think You Would Need More, Experienced, And Building Skilled Staffs

As you can see, there is no clear correlation between age and application quality/reason for wanting to be staff. There is, however, a noticeable difference between the number of applications submitted by different ages:
And, regardless of truthfulness of the answers, here is the graph for the question, "Have you ever been banned from a server?":

Anyone can say that they're 18, paste in a cookie-cutter application, say that they're experienced as staff and have never been banned, and click submit. This is why I never base promotions solely on the person's application, but see for myself if what they said in their application is true. I hope you enjoyed my post.
