I had to figure this out myself. I always wanted one, but could never figure out how it worked or how to do it. I downloaded a bunch of bridge overlays and came to this conclusion. I don't know the file locations on Mac, so some of this will only be applicable to Windows devices. I hope it helps. THIS PACK WILL ONLY WORK WHEN USING OPTIFINE.

Step 1: Create A Texturepack (Skip this if you already have a base pack)

    This part is easy.
    1. You need to download 7-Zip (www.7-zip.org).

    2. After its installed (you might have to restart your pc), open file explorer (Win + E).
      a. At the top below the toolbar click where it shows you your location (F4). Type or copy and paste this %appdata%\.minecraft\versions
      b. This is a collection of all your installed Minecraft versions.

    3. Find the one you want to make a pack for.
      a. If the one you want isn't installed, just open the Minecraft launcher and at the top click "Installations"
      b. click "New Installation"
      c. scroll through the list till you find the one you want
      d. now you just need to run it and it will show up in the folder.

    4. Inside the folder you'll find a .jar and .json file.
      a. Right-click the .jar file and go down to 7-Zip.
      b. In the menu that pops up, click "Extract Files..."
      c. In the top right, click the three dots
      d. Now choose a location. This is where the files will be put.
      e. After its done, go to the location you just put the file in.
      f. Open the folder and delete everything except the "assets" folder.

    5. Right-Click and go down to "New" and select "Text Document"
      a. delete everything in the name field including .txt
      b. Name the file pack.mcmeta

        i. Right-click one of the .properties files. Click "Open With". Then click "More Apps" and select notepad.

        ii. type or paste this
    { "pack": { "pack_format": 1, "description": " " }}
        iii. for the pack format, look here: 1 for versions 1.6.1 – 1.8.9, 2 for versions 1.9 – 1.10.2, 3 for versions 1.11 – 1.12.2, 4 for     versions 1.13 – 1.14.4, 5 for versions 1.15 – 1.16.1, 6 for versions 1.16.2 – 1.16.5, 7 for versions 1.17.x, 8 for versions 1.18.x,     9 for versions 1.19.x

iiii. in the description you can put whatever you want in the quotations marks.

      c. This is also the place you put your pack image if you have one. Name the image pack.png.
      d. If you're using someone else's textures you also make another text document and call it credits.txt

    6. Go into the assets folder and into the minecraft folder after that.
      a. Delete everything you are not retexturing
      b. For this tutorial, you only need the "blocks" folder inside the "textures" folder.

    Step 2: mcpatcher and ctm
first off, I have no idea what these are, mean, or do. But this does work.

    1. In the assets right-click and create a folder called mcpatcher.

    2. Open the folder and make another one called ctm.

    Step 3: Adding your textures.

    3. Download this file: https://bit.ly/3wlSaYb

    4. Right-click the downloaded file and click "Extract All"
      a. Push "Enter" or click "Extract"

    5. This will open a new window when it's done. Copy the folder "build_limit" (click on it then Ctrl+C)

    6. Open up the ctm folder you created and paste the build_height folder there (Ctrl+V)

    7. Open the build height folder and you'll find a bunch of .png and .properties files
      a. this folder is already set up for all wool colors and yellow, red, lime, and blue stained clay. (wool and clay textures from nohuh 10k   pack)
      b. You can put your own textures here too.
        i. Take your texture and copy its name.
ii. Go to this website https://bit.ly/3wlJyB9 and upload your image
iii. Leave the slider at 50 and darken it.
iiii. Click png to download it.
iiiii. Rename the downloaded file by pasting the name in the name spot.
iiiiii. Put this file in the build_limit folder
      c. If you want to do custom blocks like endstone or wood, it gets a little complicated.
        i. Right-click one of the .properties files. Click "Open With". Then click "More Apps" and select notepad.
ii. You will need item ids for this part so go here to find them https://bit.ly/3qjtdsV. We'll be using numerical ids on the far right.
iii. In the .properties file, you'll see a bunch of words.
          a. matchBlocks is the first number in the item id.
          b. metaData is the second number (if applicable)
          c. I don't know what method is so just leave it.
          d. heights is the Minecraft world height that the blocks will change at. (Hypixel Bridge Build height is 99)
          e. tiles is the name of the block file that you want to change.
iiii. Just copy and paste one of these .properties files and edit the values to add a new block. (delete metadata= if the block id     has no second number)

    Step 4: Zipping Pack

    1. This is easy. Go into the pack folder where you have your pack.mcmeta file, and highlight everything.
      a. Right-click and go down to "Send to" and select "Compress (zipped) folder"
      b. Once sites done, rename the zip folder to whatever you want.

That should be it. If anyone that reads this knows what they're doing and I missed something, let me know. This took like an hour to write cuz I'm dumb, but I hope it helps.
