Just as a disclaimer: These commands will make Minecraft significantly more difficult (when a fox is in the neighborhood), especially since all wooden or flammable structures such as villages and non-stone housing, entire forests, mobs, and players have the potential of being set on fire. Houses should be made of stone, or other non-flammable materials to ensure that you do not lose needed/wanted items.
One plus side is that farm animals who have burned to death, will drop cooked meat.

Create a new world, with cheats ON, but your default gameplay set to Survival
After the spawn has loaded up, go into creative mode, using the command:
/gamemode creative

After you're in creative mode, enter the following command in the chat:
/give @p command_block
Press Enter
Place three command blocks very close together on the ground.

In the first command block enter the command:
/effect give @e[​type=fox] fire_resistance 60 255 true
Set the command block to "Repeat", "Unconditional" and "Always Active"
(This will keep foxes' health from depleting while surrounded by fire)

In the second command block enter the following command:
/execute at @e[​type=fox] run setblock ~ ~ ~ fire
Set the command block to "Repeat", "Unconditional" and "Always Active"
(This will cause every block the fox steps on to catch on fire)

In the third command block enter the following command:
/forceload add ~10 ~10 ~-10 ~-10
Btw, the two last 10s in this command above are both negative ten, while the two beginning tens are positive -- I wasn't sure if you'd see the difference.
Set the command block to "Repeat", "Unconditional", and "Always Active"
(This command ensures that no matter how far away you travel from spawn or the command blocks while in the overworld, foxes will always have the same effect.)

Also, so that your chat isn't overrun by a continual flow of commands, while you're playing and perhaps even playing with friends, enter this command into the chat:
/gamerule commandBlockOutput false
Press Enter
(This will keep your chat open for conversations)
Then set your gameplay back to survival with the command:
/gamemode survival
If you try this out, let me know about the experience in the comments below.
I've tested this in ver. 1.16 and it works well.
Downloading this skin is not mandatory to try this out.
Lastly, I don't know what the commands for this would be for Bedrock edition, so if there is someone who does know, feel free to put in the comments below -- if you want to that is.

Hint: Water is your friend and when the rain falls, you are at your safest.
