Hm, forge 25.0.92 not accept the mod :/
Try using the datapack without Forge. Should work way better. (You should also check Installation Notes for more info if you need to)
it's a datapack. No Forge is required to install whatsoever

i am getting an error "Couldn't read function tag list fishing:function_name from fishing:tags/functions/function_name.json in data pack Fishing"

I'll add one item I'd like to see on the list: Deadbush. Only for the immersiveness factor. You can use it for decor, place and break for sticks, but I can't tell you how many times I've fished random branches out of lakes.
Dry deadbush fished from underwater does not make any sense. However if you want to get some deadbush I'd recommend my Craftsman datapack. I've added a way to make deadbushes there if you really need it.

Hey, pls also make a chance of catching a Water Bucket, cause if you just keep catching stuff and if the place where you fish ran out of water then you can also fill it again with the bucket you caught.
(sorry for any grammar error)
you literally can't run out of water in ... wherever you're fishing in. So adding that in doesn't make a lot of sense.

There are possible ways that you could no longer fish in the same area:

1. A creeper that exploded in that area, so hostile mobs will spawn near because it would be considered as a cave (the hole that creeper made can be sometimes read by Minecraft as a very dark place for mobs to spawn)
2. Need to move on to another area, so you have to find a closer one but if there's a chance you wouldn't (the most closest fishing spot is far), you have to make a manmade lake.
3. In any way, accidentally added lava that will make near water turn into blocks, it will be small that Minecraft would not considered it enough for fish to live.
4. When you realized that your fishing spot is near an ocean monument, RUn for yA LIveS! *zapped by a guardian*
5. A lot of lakes can spawn Drowned in it, but a manmade lake would not have Drowned.

So you will have- arrgh. yeah you're right adding water bucket doesn't really make any sense.
