Adds a Minecart with Dispenser that can be crafted and placed on rails. Or rather, it's a Minecat with Chest with only 9 available slots that imitates a dispenser. It can face parallel to the rails, face off the rails, or face upwards, depending on the direction you're facing when you place it. It activates when either it moves onto a powered activator rail or an activator rail that it's already on becomes powered. When ativated, it dispenses a random one of its items, which for most items just means dropping it on the ground but... well, you know how dispensers work, right?

Things it does:
•Launch arrows, tipped/spectral arrows, snowballs, eggs, splash/lingering potions, experience bottles, firework rockets, fire charges, and tridents
•Spawn mobs from spawn eggs
•Place armor stands, shulker boxes, and command blocks
•Place boats onto water or air blocks that are directly above water
•Place minecarts (including other mincarts with dispensers) onto rails
•Use flint and steel to light fires and ignite campfires, candles, candle cakes, and tnt
•Use shears to harvest beehives/nests and shear sheep, mooshrooms, and snow golems
•Equip players, villagers, armor stands, and mobs that have a canPickUpLoot tag set to 1b with armor and other wearable gear into available slots, and sheilds into available offhand slots
•Equip horses, donkeys, mules, pigs, and striders with saddles, horses with horse armor, llamas with carpets, and donkeys, mules, and llamas with chests
•Place pumpkins onto snow or iron block formations to spawn snow/iron golems
•Place wither skeleton skulls onto soul sand/soil formations to spawn withers (when the difficulty is not peaceful)
•Use buckets to place water, lava, and powder snow onto appropriate blocks and retract water, lava, and powder snow from source blocks
•Spawn aquatic mobs from buckets
•Uses glowstone to charge respawn anchors
•Fill empty bottles with water
•Use empty bottles to harvest beehives/nests
•Use water bottles to turn appropriate blocks into mud
(Normal dispensers don't shoot tridents or place command blocks in the current version, but they do shoot tridents on bedrock and in the combat snapshots and they placed command blocks in past versions, so I included those abilities)

Things a dispenser does that it does not (currently) do:
•Use bone meal on plants
•Use honeycombs to wax unwaxed copper
•Use buckets to waterlog blocks or retract water from waterlogged blocks


Note that there are rendering problems. Dispensed item entities, snowballs, eggs, and potions will take about a second to appear in the right place. This doesn't affect functionality, just what you see.

Also note that while a minecart with dispenser can place other minecarts with dispensers, a regular dispenser can't (if you try it will dispense a normal minecart with chest).
