Start with nothing, upgrade your equipment, and unlock new rooms and floors as you progress through challenges. There are a total of 20 rooms across 5 floors that can be used, and 18 of them must be dug out. Trade with villagers to get useful blocks and tools, and make the bunker a liveable place. The world has ended on the outside, but maybe you can rebuild it from the inside.

If command blocks and villager trading changed in 1.17, then no it won't work. But if nothing changed it has a high chance of working :)
