I've tried some designs and am going to do something quite similar.
To you program question; well you don't need one. When you upload or update a world there is a big blue button called "upload map file". Click on it and you got another button; clicking on this will open your foldersystem where you can select a datum from your system. If this datum is a .zip of your wolrd and it's smaller than 15MB you can upload it diretly to planet minecraft without using other webpages. If you do it this way Planet Minecraft will try automaticly to support your project with the Planet Minecraft Previewer. With this previer you can see the uploaded data in your browser without any problems aslong you have no mods or a previewversion. If you havn't seen the Planet Minecraft Previewer you could check almost each of my projects because I always upload to Planet Minecraft if possible - only problem for the previewer is that the .nbt Datafiles cannot be sticked together.
Also; in case you use a spigot server for your world you could also take a look at dynmap; here you may also see some of my projects as example but I am using dynmap for just 6 month and only post it's pictures when I upload something 'bigger' and most of my uploads where stand alones of something bigger in last times.
