Fort Pastor was originally Shoreside Prison, before it was attacked and deserted. After the virus, it was reused as an outpost for survivors. With many rooms deep within it's thick walls, it is the safest place in this infested world.
And yes, the name is a reference to Dead Frontier :)

Additional Notes
