The protests developed rather slowly at first, and by November 29, the demonstrations had almost come to naught. The turning point for the situation in Ukraine was the night of November 30, when the authorities attempted to violently disperse a tent camp set up by protesting students with the help of Berkut forces. After the dispersal of the opposition tent city on the night of November 29-30, the protest action took on a sharply anti-presidential and anti-government character. Mass clashes in Kiev between protesters and the police occurred on December 1, when radical protesters seized the first administrative buildings and attempted to storm the presidential administration, and on the night of December 11, when the authorities once again tried to clear Independence Square by force.





The adoption of laws by the Verkhovna Rada on January 16, 2014, which provided, in particular, tougher sanctions for participation in mass riots and imposed severe restrictions on a number of civil liberties, including freedom of assembly, freedom of expression and freedom of association (which the opposition immediately called dictatorial, which led to an acute violent confrontation in the capital on January 19, radical protests spread beyond Kiev and covered almost the entire territory of Ukraine. Hundreds of people were injured during the clashes on January 19-20, and the first victims appeared.







Negotiations between President of Ukraine Viktor Yanukovych and the leaders of the parliamentary opposition, which lasted several days, led to concessions from the authorities.: An extraordinary meeting of the Verkhovna Rada was convened, which voted to repeal a number of laws dated January 16 and adopted a law on amnesty for participants in the events of November 2013 — January 2014. On January 28, the President accepted the resignation of Prime Minister Mykola Azarov and the Cabinet of Ministers, who continued to perform their duties until the formation of a new government. Despite this, the protests continued. The opposition has put forward demands for Ukraine return to a parliamentary-presidential system of government and the 2004 constitution. On February 12, Yanukovych agreed to form a coalition government, and all previously detained protesters were released. On the night of February 15-16, protesters unblocked the buildings of regional state administrations, and in Kiev, protesters partially liberated Hrushevsky Street and the city administration building. At the same time, on February 16-17, the All-Ukrainian association Maidan and Maidan, Right Sector announced the preparation of a peaceful offensive" on the Verkhovna Rada.





On February 21, President Yanukovych made concessions and signed an agreement with the opposition to resolve the crisis in Ukraine, which provided, in particular, for an immediate return to the 2004 Constitution, the formation of a government of national unity, early presidential elections no later than December 2014, the renunciation of violence and the investigation of recent acts of violence. On the same day, Yanukovych left Kiev.
