This circuit sorts 4 Signals by strength. The strongest signal gets through to the end, the other ones turn off. If multiple input signals have the same strength, both turn on. Based entirely on binary Comparator-logic. Please note, that all Comparators here need to be in the binary (off) position.

The last image shows a module that sorts through 2 instead of 4 signals.
