You have to install traincraft separately. (www.curseforge.com/minecraft/mc-mods/traincraft/) The trains should spawn themselves, but you can also spawn them yourself if they don't.

Have you downloaded the mod? If you already have your supposed to spawn them in yourself from the Traincraft tab in your inventory.
