two reasons:
personal preference, I think they look derpy if I don't do that.
and because it kinda gives a 3d effect, so if you look somewhere, it looks like you're looking at that place, idk know how to explain it well

I suppose I get where you're coming from, if you set the preview model to "Look around" it kinda looks like the eyes are following where her head is looking. In my case, I probably wouldn't make skins with eyes like that because in my humble opinion they look a little bit wonky as part of the 3D layer. That said, to each their own.
