When Herobrine retired from scaring steve, he needed something to do that was worthwhile, so he became BadA$$. He drove on a mine cart all around town like a boss. He killed at PVP High Noon at drank lots of potions. He started to respect steve, but knew he was the sherif around there. Herobrine to this day is the baddest guy in town.
