This is my evil scientist steam punk entry.
Some information about Billy:
The contraption on his back turns water into steam using lava, powering the mask which posses him.
You want more info? Okay then:
The dark red stains on the bottom of his shoes are, in fact, the dried blood of his many victims.
The mask allows him to witness hell (sometimes called the "nether") out of one eye and the normal world twice as good as any mortal out of the nother eye.
You want even more info??? i guess you can have some:
Billy was once a well respected, perfectly sane doctor who saved many peoples lives.
Nobody knows if Billy is classed as a human, a cyborg or something unknown.
Billy cannot take the mask off no matter how hard he tries.
There is currently a 1 million minecraftian pound prize for capturing Billy, dead or alive.
What? Now you want a story?? god, you guys are demanding. let me see what i can do about that:
This once noble scientist, saving peoples very souls from the depth of hell, has been changed. it all started one faithful day when he was strolling down the streets, looking for anyone to save. Out of the corner of his eye, he noticed a glimmer in the grass. curious, he found a weird, green colored mask. Being the curious type, he put it on and immediately felt power like he had never felt before. he could sense all of the pain in the world, all of the suffering and deaths, and it made him hunger for more.
He found that out of one eye, he could suddenly see the realm of hell, where he could see spirits in eternal damnation suffering endlessly. out of the other, he saw more than he had ever seen before, yet he still hungered for more.
As a person named Dagorex jumped past him, going towards his house, Billy noticed with his extra vision of sight something fell out of Dagorex's pocket. making sure that no-one was looking, he quietly crouched down and picked it up. it has a flint, and he checked his pockets and found some steel.
Deciding to follow Dagorex, he stayed out of sight and followed Dagorex all the way to his wooden castle. When Dagorex went inside, Billy saw a being of unimaginable horror, a being that, even if you could imagine it, you wouldn't want to, in his evil eye. It told him what to do, maybe even possessing him.
Almost subconsciously, Billy started striking the flint against the steel, making sure that the sparks struck the wood. pretty soon, Dagorex's whole castle was in fire, and Billy watched in awe as he saw Dagorex running out of the castle on fire, with no water sources around.n
Billy had never felt so powerfully, and each time Dagorex got hurt, Billy felt more powerfull, until he felt he could do anything. Unfortunately, this sensation did not last long, and Billy was forced to kill again and again to get the sensation, but each time it grew shorter and shorter until he barely felt anything at all.
Cursing the mask and what it had turned him into, Billy attempted in vain to rip it off, but it was bound. he tried to burn it off, but it never once melted.
Eventually, he tried to commit suicide as the power of the mask was too much to bear, only to find out that the strange contraption on the back, which turned water into the steam that powered the mask, stopped him from dying. Bitter and filled with rage, he decided that he WILL feel the sensation again, even if he has to kill one thousand times to get it. he is still trying to feel the sensation today.
Happy now? no, of course you're not. but it will have to do for now.

redone most of the skin, it looks almost the same, but the big differnces are: it has no wierd box on its head anymore, and the goggles are on its hat layer. the contraction on its back that turns water into steam now looks better, and fits in better with the rest of the skin. hif feet are shaded better, and his jacket is now not just a strait line.

Now, I have a few nitpicks. One. The boots and feet are perfectly flat on a skinwith a lot of noise detail, which really throws the eye for a loop. Now, as a note of detail, or, a few, rather. The jacket is unquestionably straight, with absolutely no tapering or flowing open or closed, which immediately clashes with the visual representation of the random buttons down the front of the jacket.
Next. The mask. First and foremost, the goggles seem like they should be raised from flat to the head, given they're supposed to have a major effect on his vision. The top of the mask is... well, confusing, to me. It just kinda looks like... Well, I don't really have anything to compare to. It's just kinda... flat and squarish and weird. Also, where the face is exposed, particularly around the rear right panels, the way it lays is almost too clean, at least to my eye.
Lastly, the jet pack. I really feel like it's just sitting on his back without any sort of brace. Now, I won't suggest what I'd do, because that would make it my skin, not your skin. And we ARE making YOUR skin here. But as it stands, it lacks any real connection to the body, aside from being there. It looks less like a back pack and more like a logo. Nextly, the coloration is a little... well, you ever hear the Teal and Orange phenomena? Yeah. You're doing THAT in spades. I dunno if it's intentional, but the blue of the water is too vivid, and the orange of the bronze (I assume, although I guess it could be a glass case of lava) are a bit too bright, and look less like water and bronze, and more like coolant and some indescribable orange mess. I'd really work the coloration and shadows differently.

oh and btw, the thing on his back is not a jetpack, it is lava turning the water into steam to power him. i had to do it to make it steampunk :D. just thought you might want to know.
