This is Makuta, the mask maker, as he appears in the Bionicle 2015 video shown at New York Comic Con.  He wears the mask of controll.

He was once a great craftsmin, but he grew jelous of his brothe Ekimu and tried to outdo him.  He created a mask so powerful that it could not be controlled.  Just in time Ekimu managed to remove the mask from Makuta's face, plunging them both into a deep slumber... 

I cant wait for Bionicle's return.
