He's Bartłomiej Walaszczak, he's a singer in the blok ekipa universe. He's based on one of the creators, Bartosz Walaszek(he appears as Cjalis in the real world, singing the songs from the cartoon)
His songs also appear in some Bad Exorcist episodes

The song is about renovation services, making fun of the work(low quality and scam). The refren translation: "By yourself do like by yourself, but by someone do it sh*tty". It's one of my favourite songs, which also feature my favourite Blok Ekipa character, Mr Wiesio
