My first contest entry ever.
The year is 30XX, majority of the planet has been transformed into a large neon city due to the orders of one man. A world leader really really really liked neon so he began transforming his country into a night light show, soon after the rest of the world began to imitate this odd design statement. There seems to be no sun as it is always night time.. perhaps it's being blocked out on purpose in an attempt to allow the tone to be at it's strongest? High contrast colours roam through the streets, cars, humans all clad in neon. Animals have been forced to adapt to their new.. environments, this is one of the aftereffects of humanity's neonification (not a real word) of Earth. A rabbit that used to be found in colours such as brown, white and black is now glowing a bizarre shade of green with dark navy blue fur to match in an attempt to blend in with it's surroundings to hide from predators.
