This is Granny Weatherwax (Granny, Mistress, Esme Weatherwax), the strict, but totally awesome, master witch from Terry Pratchett's Discworld novels. Granny is one of my favorite characters, and I am happy to finally make a skin of her, a suggestion from Praseodynium.
