Hey, I know it's been four days since I said I was gonna judge this, but I decided to take a personal break from judging before doing so. Anyways, here are your results:

Technique - 8/10. This definitely looks like a Piplup, but if I had to point out any nitpicks about it, it would be that it's vision spheres (eyes) look a little bit off in terms of palette.
Quality - 5/10. The details seen on the skin are a little bit hard to make out and inconsistent (because some parts of the skin don't have as much detail as the hands and torso), but I do appreciate the effort you put into it. Also, I don't see any form of shading in this skin, either, but I'll give it a pass because your past skins don't have a lot of shading in them, which I can assume is your style.
