David Morrissey portrayed Jackson Lake in The Next Doctor. Lake was the next best thing to a Doctor.
Jackson Lake was a man who lived in mid-Victorian England with his wife and little son until the Cybermen broke into his house, killing his wife and kidnapping his boy. Jackson Lake fired an information canister (the Cyber-equivalent of a USB drive) at the Cybermen, the canister filled with information the Cybermen collected about The Doctor. The canister backfired, filling Lake's grieving mind with everything there was to know about The Cybermen: his mannerisms, habits, quirks, memories, and beliefs among them. With this and his (hinted) prostitute companion Rosita, Jackson Lake became the H.G Wells equivalent of the Time Lord. The Doctor lands on Christmas Eve, 1846 to find Jackson Lake and Rosita chasing after a Cyber-slave. After discovering who "The Next Doctor" really was, The Doctor told Jackson what had happened to him when Lake supposedly regenerated. After defeating Ms. Hartigan, the Cyber-King, and an untold number of Cybermen and Cyberslaves, not to mention saving little Master Lake, recently rediscovered Jackson Lake and the real Doctor part ways. Although he's not a Doctor, I think he wouldn't have stuck out as one, thus, he is, in my book, included in the pantheon of Doctors.
