Kaneki's hair is NOT red, and nor is it stained in blood.
There have been no confirmations from Ishida, 
if anything, he's given us an art of the new Kaneki for TG's trump card set, in which he has pure black hair.

Fixed hair once more, as the blood stained red speculation was false. Also added the red hand shown in the art by Ishida.

I think that red hand is because Kaneki's right hand is regenerating so it's still showing the flesh out.
Still looks pretty cool I guess.
