This skin is of Kimimaro Kaguya, Orochimaru's subordinate and leader of the Sound 5. Kimimaro was able to manipulate his own bone structures and form very powerful weapons, including a whip out of his spine and Bone bullets shot from his finger tips.
Unfortunately for Kimimaro, he developed a severe illness which later resulted in his death. Kimimaro had very little happiness through his life, he was tortured and caged up by the rest of the Kaguya clan at a young age and when Orochimaru found out Kimimaro was of no use to him, he pretty much rejected him.

Personally, I think Kimimaro is a really cool Ninja who had a lot of talent. It is a shame he died.
