well this was a pain to make
I don't often take creative liberties with my skins but I genuinely couldn't reproduce the level of detail of the original design here. There just absolutely is not room in a 64x64 space for that kind of thing. I had to omit the belts that hang down vertically and as you can see the dress isn't nearly as detailed.
Well, I did try something new with the hair here. Have a look at the top.
So, for anyone who is able to use it (bedrock, moreplayermodels, various other strange clients I can't figure out) I've included a 128x128 version of this skin that makes the brooch and belts a bit more pleasant to look at. Unfortunately 'HD' skins are a slippery slope and i could have spent forever making it fancier so I kept myself to just some minor changes.
If you're on bedrock, then it seems that you can just upload these skins on mobile, but if you're on Java then you might be a bit stuck. If you're on 1.12 or lower, you can try moreplayermodels, which lets you set a custom url for your skin image. Other players with the mod can see this, and I've seen it used on some servers in a limited capacity. There also seems to be MCCustomSkinLoader which works on more recent versions with Fabric loader, but it doesn't seem to support simple image links, so I can't help you there.
