The character doesn't looks like a cat. More a human like person or person with a headscarf that is on a beach or public pool. Even if you take down the headscarf, it still looks like a human like, but with the addition of ears. Consider about adding more details, some sort of shading and other stylistic tools that would make the work much better and you would improve your skin making skills
