This is Adult Neptune who is from the Ultra Dimension but instead of becoming a CPU she became a dimensional traveler with the help of Croire.

She replaces Neptune and joins with Uzume and Nepgear and fights Arfoire. Adult Neptune carries a book with her called the Nep-Note, that has the magical ability of being able to preserve specimens in it and use their power (if they have any).
