KingofG33ks' version that you linked to is a pre-Crisis Bruce Wayne who momentarily took on the Starman mantle because, naturally, he'd been hypnotized into fearing Bats.
Post-Crisis, that story no longer existed (☹️), but the folks behind the second Starman series used the design for a new, non-Bruce character!
DC Continuity is nuts
