Like, she doesn't even wear any pants or skirt for some reason (and I bet that "some reason" could be read as "fanservice", due to the nature of the character and lots of artworks of her).

The artist of the official artwork (and probably original character designer) of her is Tsuji Santa. I'm mentioning it here, because it's an oh so appropriate name.
