I take back what I said earlier about the witchking. It resembles Morgoth's helmet a lot more than the witchking's. proof: lotr.wikia.com/wiki/File:Morgoth_2.jpg (you may have to copy and paste.)

Well they're rather similar looking characters, especially when you have to recreate them with only a few pixels, but no, Sauron has more armor and is more grey, while the Witch-King is more often portrayed as cloaked and with dark violets.
