I did animate them with Blockbench, the animation tab shows up for me (you have to select the innerring or outerring group). It's basically just the "age" parameter divided by different numbers to make them spin at different speeds. The rings are also part of the "head" part, so they actually move with the eye, but because they're spinning it's very hard to tell.
