自分は何度か試しましたがダウンロードできました。
自分も原因はわからないです、、、
日を置いて試してみるのも手かもしれません。

Sorry but this resource pack depends on Optifine Custom Entity Modes.
There may be other problem about game file.
Separating game directory may be good solution.
